Today the Dallas Morning News had a good editorial joining with 600 districts in Texas to say that school funding must improve in Texas. An editorial can never document all the damage from underfunded schools, but the connection to incarceration should have been mentioned. States spending the least on education have prison populations that are almost three times greater per capita than states with well funded schools.
